Just like the TSRM says...
-Diagnosis
EGR gas temp below predetermined level during EGR operation.
Open circuit in EGR gas temp sensor signal (THG).
-Trouble Area
EGR system (EGR valve, EGR hose etc.)
EGR gas temp sensor circuit
EGR gas temp sensor
VSV for EGR circuit
VSV for EGR
ECU
First check the obvious, is the plug connected, crusty, broken. Then check the vacc hoses and make sure there not broken/split. If that's not it then check the VSV, it could be bad, and just go down the list. If you still can't find it just don't worry about it, as a matter of fact scrap the entire EGR system all together (unless you have to smog test
