activating at too low of an rpm can reduce low end responsiveness due to the high lobe profiles of the VTEC lobe. like a high lift cam in a V8, sometimes too much flow is not good, especially at low rpm.

also, VTEC operates on oil pressure. all Hondas generate more than enough pressure for proper VTEC activation, but at low rpm, oil pressure is obviously lower as the pump is crank driven. in rare cases, VTEC may fail to activate due to low oil pressure.

the bottom line is low rpm response... setting the crossover too low will cause the car to perform poorly at low rpm after VTEC crossover
