The bulb itself is a cheap fix. Getting at it like you said might be difficult, but after poring over my Haynes manual, there is really no other way to test a bulb. Even if the bulb was not bad, you will still have to get in after it to reseat (not likely the problem) it or fix it. The fast blinking is your warning that the lights are not working properly.
