lifted up off its wheels you can check for tie rods. Shake your tire the way it would move if you moved the steering wheel. If it rocks back and forth easily and feels like its worn out then u have bad tie rods. It will have like an 1" or so play, it shouldn't be like that.

does that mean Both need to be replaced

and also, do i need any special tools?

or is it just tak off bolts, take off part, put new part, replace bolts?
