I had a similar issue with my 99 Cherokee. Started out as a slight wobble at higher speeds, then turned into a full out shake that would scare the hell out of me. It turned out to be the steering stabilizer, which I hear is a common problem with Cherokees. I would start with that, although it be an expensive start.
