remove your headlight bullbs and inspect them for burns inside the light casing. I'm assuming the '91 has the plug in bulbs, yeah I'm sure it does. They'll begin to disintegrate, and start drawing extra current, and more still when first turned on.

If you're using aftermarket bulbs, especially the brighter ones (like fake HID's), they draw more current. If you find nothing wrong and you want the extra bright lights, you wil probably need to go to a 25 or 30 amp fuse, but be carefull; check the current draw at each headlight and add it up, if it's at 30 amps with aftermarket lights, you will need to run more wires to take the current.

Secondly, you might have water in the tail light housing and light sockets.
