In my home state they used to require a vehicle inspection sticker on your windshield, you would go to a licensed auto shop and get it inspected every five years before you could legally obtain a license plate and insurance. Probably what you will need to do is get it inspected at the DMV or an auto shop to ensure it is safe for road use. They will probably make you show that it has headlights, turning signals, etc, and that it isn't inherently dangerous, and then allow you to get a tag. Insurance would be sketchy.. liability wouldn't be hard to obtain but it could possibly be much more expensive to insure your own vehicle and health.
Call your local DMV office and ask, really who is going to know specific laws for your county here?
