Convert OBD1 motor to OBD2 possible

I have a 97 civic and finally ran my d16 into the ground and currently have about 5 grand for a swap, i would like to drop in a B18. My questions is this, here is PA we have this new thing called emissions testing and the few people i have consulted with have told me i can not pass emissions if i put an OBD1 motor into my OBD2 car, because the car will be hooked up to the computer test as well as the visual. Is it possible to convert an OBD1 motor to OBD2?? and if so does the cost of doing so make it more logical to just spend the ton of extra dollars to get an OBD2 motor which im told is a lot of extra labor to install due to the wiring. I know nothing of swapping a motor myself and the few times i helped my brother do his S10 i realized i would prefer to do without the
