Make sure the discs are on straight. Sometimes crap gets behind them when installing them and it throws them off. The surfaces need to be dead clean. You should be able to feel warped rotors through the brake pedal.

Your front suspension might be getting sloppy (old). Mine is and I may have fried the brakes (again) so I'm getting some wiggle when braking at about the same speed you decribed. If I get on them hard it's not so bad. I also have a tire slightly out of balance or round (they're old) so i can feel that too at about 55-60, especially when the tires are cold.

My solution? Buy a car with bigger brakes.
