Question Brakes Vibrate at 60+

Ive got a 1991 crx dx with spiral drilled roaters that have just been turned with a fresh set of brake pads. the car is lowered with a set of eibach pro springs and new shocks and struts. When i brake at slow speeds everything feels great, like new. no pulling or surgeing when i come to a stop which makes me think its not the roaters or pads.

It looks like it has stock bushings and they squeek like hell. could loose or deteriated bushing be the cause of this vibration? the car pulls to the left slightly also. it doesnt vibrate every tym i break at high speeds, a rough road seam to provoke it and it stops once i reach around 30. I cant afford to just start replaceing everything so i want to pinpoint the problem.
