Are you sure you are looking in the right place? I have the same model car and my fuse box is behind the ashtray to the right of the steering column and the fuses are easily accessible. In my car, that is Junction Box No.1. The fuse is called the Power M fuse.
Another fuse for windows and locks is in Junction Box 2 which is outboard of the battery under the hood (between the battery and the fender). The fuse to check there (in my car) is the ALT M fuse. There are spare fuses and a fuse puller tool in Junction Box 2.
