TBI Problems... EGR maybe?

I have a 95 LO5 with 102,000 indicated miles. It was rebuilt at 90 and swapped in a slightly larger cam, not by much though. .420 lift on the intake and .443 on the exhaust. Anyway over the past several months it has begun to lose all sorts of power at 3800RPM in 2nd and 3rd gear. While not under load it revs fine straight to limiter. Also in first it will get to 4000 most of the time and shift out with little complaint (maybe a pop on a bad day). I hooked up my laptop and ALDL cable and i have an EGR Fail code, which is understandible becuase my headers have no provision for the EGR. But i had the headers for over a year with no problems at all. If i back off to about 90% throttle (according to DataMaster) there are no signs of the problem at all. I am replacing the engine this summer so it isnt a big deal, just very very annoying. Some days it will run excellent, but when the weather is poor it tends to act up again. At first I thought it might be due to humidity, and that lead me to something with the ignition, however yesterday it was running like poop and it was not real humid, but a storm was coming in and the barometric pressure was way down (dont know what that would have to with anything though). Valve springs were also suggested to me, but it doesn't seem like they would be affected by conditions. ALSO the problem is ALOT worse before the motor warms up. If it is below 150 degress i cant get over 3000rpm in 1st or any gear, but still revs fine with no load. Thanks for reading this far, and I would love any input!
