Fairly low? A Prelude VTEC's compression is anything but low. It's the sole reason turbocharging a Prelude isn't the most popular thing to do.
What do you need to do to prepare for a turbocharger? Well first, you block needs to be resleeved, you'll want lower compression pistons. From what I hear, it's the ringlands that are the weakest thing in the h22a. You might want high performance rods and some head work is a probably good idea. And of course, fuel management. I highly recommend a standalone instead of a black box.
You don't HAVE to get stronger parts, but don't cry when your engine blows in a year. I believe the general consensus is that 7psi is a good number to stay at. You can also keep compression high if you want, but it'll probably lead you down the road for detonation.
You can buy a turbo kit, but it's better to build your own to get the parts that match your goals for the car, rather than having to later replace parts. Cheap turbo parts don't last very long. In the case of anything turbo, I do recommend going brand name.
