Gas milage is determined by throttle position mostly, so don't worry about being 35 in 5th to stay at 1500rpm or whatever.. it's not necessary.

I wouldn't use the term 'lean' but if you are at a low low RPM it doesn't help much at all.

If you were trying to accelerate from 0 to 60 at 50% throttle (briskly), it would take LESS fuel to shift at 6000rpm than if you did at 3000. RPM doesn't affect gas milage.
