Mine has always worked great- I don't think I'd ever think of going to the hassle of making it one of the kinds that spray from the wiper arm.
It seems to me that the hole on the passenger side nozzle is too big -maybe got widened out when someone tried to clean it. You said the line runs from the reservoir and pump to the passenger side and then on to the drivers side. If all the fluid gets squirted out of the larger opening it would lessen the pressure the pump could deliver to the drivers side nozzle. It WOULD also tend to shoot too far on the passenger side if my reasoning stands...
