I don't understand why Honda gave the 2nd gen Wagon leaf springs. The other 2nd gens had 4 struts. If you dont have a panhard rod, get one. I would try to find a shock with a coilover spring to replace the stock shocks. Obviously you will need to leave the leaf springs in, unless you make trailing arms.
For the front, you could probably find stiffer springs or coilover sleeves that would fit. If the front struts are in good shape, you could "drill 'n' fill" them. Drain the fluid out and fill them with thicker fluid. It's been done, but not by me (yet  ).
Anti-roll bars would help too, especially in the rear. There are companies that make custom ones, or you could adapt one from a car with a similar suspension setup.
My '84 Wagon has the same type of suspension as the 1st gen CRX, except the Wagon got stiffer springs.
