I had the same problem with my 96 4x4. I replaced the resistor in the duct behind the glove box. It's a pain but not impossible. Just remove the glove box and you can see the resitor mounted in the duct. The glove box has a plastic catch on the sided and it drops down. If my memory serves me there are 2 screws and a snap on wiring connector. I also remember another relay that controlled the max. I don't remember for sure. I went to the parts department at the local dealer and looked at the diagram and then bought the parts. I fixed it and had no other problems. I sold the truck at 96K miles.
