hard starting

My '99 Rodeo has become harder to start for the past 5 months. I have to crank the engine about 3 to 4 times to get it going where as before it would start right away.

I recently had the spark plugs and distributor cap replaced with no better results. A co-worker suggested that it might be the fuel pump pressure and hooked his fuel pressure gague to the fuel port. When the key was put into the ON position, the fuel pressure went to 45PSI for about 1 second, then went back to 0 PSI.

Is this the correct pressure output from the pump and is it normal for the pressure to drop back to 0 PSI if the engine is not on?
