The z28 would take the mustang without trouble at all. Many 98+ LS1's dyno at almost 300hp to the rear bone stock. Their 305hp rating is a bit low. The Mustang's auto trannies are not really known for being that efficient, so that would also hurt the GT a bit. The GT would have to be making about 70-80hp with the intake/headers/h-pipe/exhaust/pullies in order to match the z28's hp, which I really doubt is happening.
BTW, if ya don't believe that the LS1's dyno higher than that, a friend's 00 WS6, rated at like 315-325hp from the factory pulled 308rwhp on his first dyno run, bone stock...
