1996 was the first year for the SS - although back then it was basically just the ram air hood & box and exhaust upgrades (later years got the beefed up suspension and other goodies).
I don't doubt this car is a real SS, but you've got to ask the fellow about that LT4 shit. If the intake manifold is painted red its a good indication that its an LT4 unite (although some people out there like to powder coat their stock units).
Asking to see receipts never hurts either.
