I have the same blow off valve and it also used to flutter all the time. All I did was loosen the screw all the way and put a little bit of oil in it. It works fine when I'm in boost, I get a real strong wwoosh out of it. But when I'm in low boost or not boostin at all I can still hear it flutter. I think it has something to do with the low pressure in the charge pipe.
