The man you spoke to is full of crap, the radiators job is to cool the motor and prevent overheating, not plastic shrouds and plates under the car. Your best bet would be to go to a local dealership for the gasket and bolts. You might be able to reuse the bolts, but I belieive that the motor in your neon uses torque to yield bolts, meaning you torque them to a certain amount, then add a quarter of a turn or a half a turn, whatever the case may be. These type of bolts must be replaced each time. As far as head warpage and cracks goes, you would do well to take the head to a machine shop and have them check it. They can usually repair any warpage or cracks for a fee. After you fix the head, you should try to find the cause. You might have a clogged radiator, leading to improper cooling, which could have caused the motor to overheat and blow the gasket in the first place or warp the head.
