yeah. you need a steering wheel puller and a machine screw with 32 size thread. and a locking plate tool if you don't wanna use your palm. Haven't completed this yet but am about to. So for posterity here are a few sites I found that are helpful for disassembling the column enough to replace the "actuator rack" and even fix the loose tilt problem. yo.

Oh yeah, you will probably need another actuator rack. They come by themselves for about 12 to 17 bucks and in kits with extra parts for 46 bucks from a GM dealer. Good luck to you or whoever finds this post. heh. good luck to me! I'll probably post here when I'm done.
