The flakey look may just be the metallic flakes in the automotive paint. Some 1:1 mixes are too grainy for scale model use. If you keep applying very light coats you should be okay. Don't lay them down too thick or the lacquer solvents could eat through the primer. Also leave plenty of drying time between coats.
Sanding should be okay just take it easy, it could cause different reactions if you cut down to or through the primer. Just experiment, you've got nothing (much) to lose.
