My first question to you is? HOW MUCH DO YOU WANT to spend?
The first thing you should do is get get a boost gauge and a A/F gauge
Next get a boost controller and get injectors from a 91gt those are 330cc compaired to our 190cc in 89. Next get a bigger fuel pump like a 190 from walbro and a chip that will let you boost to 16llbs safely. Now if you really want to own him and thats if he hasn't didi any mods to his car get a bigger turbo
with all these mods you should be in the md to low 14's easy
I'm do a complete rebuild with custom everything and still will just be able to breakin in the low 13's these cars are not ment for speed but for torqe. NOW if your really serious about spending some cash get a Jspec motor by mada its a 2.0L 16valve DOHC known over here as the FE3. NOW with some 5k invested in that you will be running low 12 high elevens
