The problem? There is a idle arm used in the engine which is oil operated. The oil to operate this arm, which takes up the slack, is controlled through a small opening in a gas-kit. If the owner doesn't change the vehicle's oil enough, the oil get dirty, the hole gets clogged and the aim which takes up the slack fails to ride up against the chain The result is that the chain will slap up against the arm or pulley (for a lack of a better explanation), creating the noise. Your best answer is to have your mech who might explain it better to you.
Naturally this would apply if the answer is not something as simply as your lifters.
