first things first, has the car been hooked up to a tech 2 at a dealership? the car is programmed to have a self diagnostic ability, that can be checked with this tool. also, im not sure about the monte carlos, but if they have a locking torque converter, the TCC switch may be bad, meaning that it never unlocks, creates the same effect as a manual transmission when you dont use the clutch, drives fine, then as you slow down, it stalls. with the info you gave, thats my best guess.
