I was told by multiple people who sell instructions on how to program remotes for all different types of vehicles that Jeep made it so that you can't program them outside of the dealership. I recently bought a 99 cherokee that was missing the remotes. Instead of spending the $90 each that the dealer wanted I bought 2 on ebay for $26 and had them program them for me. Some dealers charge for this. I dont think it is alot. Since I had not even picked up the vehicle yet, I got them to do mine for free. Good luck.
