No...it was probably put on there with waste oil rubbed on the end of the filter. That creates a "cement" between the filter and the engine. THIS IS NOT A GOOD THING TO DO...for the simple reason that the filters are a pain to get off. I've changed filters that were so tight that the filter wrench crushed the filter, and I've had to either chisel it off...or stick a screwdriver through it and try to turn it that way. NOT FUN!

I hand tighten all my oil filters and have never had one leak yet. I am also able to spin them off by hand when it's time for the 3000 mile change.

Now I'm not familiar with the Cutlass crusier. You say the filter has a nut on the end of it? Or are you talking about a wrench for the filter itself?
