The problem is that you are tring to put a obdII cluster into a obdI car. All you have to do is take the gauges out of the cluster(they are held in by 3 screws) then put them into your old cluster.
The reason that they are functioning wrong is because the wiring on the cluster is different between the obdI and obdII. It is a simple fix, I had to do the same thing myself (indiglo incident
)
