This order of these two also depends on what effect you want. If you want say, a blue candy with silver flake then the candy goes on first but if you wanted blue candy with blue flakes you can either buy blue flakes or use silver flakes before putting the candy on. Likewise you can use a gold flake under a blue candy and end up with a wicked color that looks dark blue but sparkles green on the edges caught by the light.
You will still want a base coat, probably mettalic under it which ever way you go as getting full flake coverage on a model would be difficult due to the number of coats required.
