This intake works well and yes, it is a high velocity intake. But in order to understand how it works you will at least need a basic understanding of fluid dynamics. If you had say a tube and a funnel with a 30 degree angle on it and they were both the same diamiter at the ends and you sucked the same mount of air through each one wich one will have more velocity? Neither, they will both have the exact same velocity because they have the same amount of vacume. Now if we take these same models and the same amount of vacume and put K&N filter on them, one has a 2.5" fitting and the other "Cone style tube" has a 3.5 inch fitting and a bigger filter on it wich one will have more velocity? The cone, why? Because the filter has less surface tension (Basicaly the Vacume "Engine" doesent have to fight with the filter for air) This is how ALL high flow intakes work, the larger the filter the more power you get (To an extent of course)
When you pull air through a bent tube the air pressure keeps to the inside of the bend, it doesent curve with the whole tube, therefore the longer and smoother the bends are the shorter the air has to travel to reach its point of vacume (Your combustion chamber) so, in conclusion I see this intake as a verry well thought out design and like I said, if I were to design one it would look close to this.

He's right.. And now i want one.
