Question Car came back from body shop with film

I recently purchased a new car, there was a scratch on the trunk so the dealer had that area fixed and painted at a body shop. When I got my car back I noticed during a rain storm that my widshield wipers were smearing the water, plus the wiper motion on the glass had a friction sound like rubbing sandpaper. No matter how much I cleaned the winshield I cannot stop the water from smearing. During further inspection of the car it seems that there is a micro grit or film on the paint...it also makes the sandpaper sound when rubbed. Is it possible that my car sat in an area of the body shop with high concentrations of paint in the air which settled on my car? How can I remove this film from the widshiled and body paint? Advice is appreciated.
