I don't think a relay would cause that much kaos. all that circuits might share a common line, in which a fuse might be out. did you check it with a test light? put in a fuse if it is bad and run it, if it pops you got a short.
if it takes a long time to blow, try putting in a smaller fuse so it will take shorter to blow and you can definetly see if you do have a short. I don't know how new your van is, but computer. ..... I don't think would
cause all that to go. try checking the back of the fuse panel (inside box)
or behind the instrument cluster for a loose connection also if fuse is good. lets see ..... well that's the only thoughts I could muster off hand
