Is there good pressure coming out of the bleeder valve when you open it under pressure? The brake fluid should squirt several inches as soon as the bleeder is opened. If it doesn't, check the master cylinder, brake booster (if you have one), and brake pedel linkage. Also make sure that you are doing this on level ground.
