Good call my friend! If you want more of a reliable car for less go with the n/a. If you want a lot higher insurence and not as reliable of an engine go with the TT. You can crank out a lot more power out of the TT, but most of the TT's in your price range will be high milage and/or dogged out. the n/a engines have gone over 200,000 and are still going with regular upkeep. There is plenty available for both cars, check out STILLEN.com & JimWolfTechnology.com. They are your best bet for parts. Some can be expensive, but they are high quality.
TwinTurboing an n/a is possible, but it is a lot more trouble and $$$ than it is worth. They made a single turbo car in Japan...I dont know if you can convert it though...I will look into that. Supercharging...sorry I need my A/C!
I have a 95' n/a I have done a lot of work to...I am pushing around 270hp at the wheels. I listed all my mods in here some place. The first of the year I am dropping in a J-spec TwinTurbo engine in my car. I am keeping all the mods that I can, and I should be around 440hp @ the rear wheels! I will then go Viper hunting!
