We do have gas-guzzlers, but they must meat certain emissions, which are usually stricter than in Japan/Europe.
5 mph bumbers: The car must be able to withstand a 5mph impact and only damage the bumber, and not harm what it hit too much. This has kept many cars out of the US (previous EVO's would have to move the intercooler, or look really dumb. So that probably put the last nail in to coffin of us getting it).

OBDII: On-board diagnostics 2. It just tells you what the engine is doing for the repair guys. Mainly, they are concerned with keeping emissions within acceptable parameters.
