That's a sweet plan, kyle. I don't really know about that plan, i.e. how much power it will get you.. but I'd think that you should be able to get in the neighborhood of 200 horsepower to the crank (without much trouble ). It will cost you some. You will ideally want custom pistons and rods (let me know if you need a good source for these), which should cost you perhaps $1K to $1,200, the block should cost you a little over a grand, the head should be anywhere from $500 to $800 (I'd recommend the B18C head as well, though it will probably cost you a little more than a B16 head) and the crank you may be looking at about $300 to get your hands on one. It's not a cheap plan, but doing it the right way usually will cost you. I have to check a guide on swapping (which I unfortunately don't have with me), but you may need an aftermarket mounting kit to put a B series into your new Civic.
