I did a search under AZ State laws and this the only thing I found regarding flashing your headlites:
A.R.S. 28-723
2. Except when overtaking and passing on the right is permitted, the driver of an overtaken vehicle shall give way to the right in favor of the overtaking vehicle on audible signal or blinking of head lamps at nighttime and shall not increase the speed of the overtaken vehicle until completely passed by the overtaking vehicle.
So if a cop ever busts me for flashing someone I will tell him this is the only statute saying anything about flashing h-lites. I'll make it even better by getting a new copy of the the A.R.S. book (I have an older one from when I used to be a law student).
