I flashed a cop once for fun, and he pulled me over. he came up to the window and said, "Why did you flash your high beams at me?" and I was like, "Uhh, yeah, I thought you didn't have your lights on". He knew I was just messing with him, and he didn't do anything, so I guess it's not against the law.
