According to Rice-Rocketeer's civic swapping guide at the top of the forum, the 5th gen civics are OBD1. The B16A3, out of the del sol VTEC, is also OBD1. That's the usual b16 swap for 5th gen civics. The B16A2, out of 99-00 civic Si's, is OBD2. Because the B16A2's are newer, they're generally more expensive. $2300 is a great price for those engines, which is why I was wondering if it was possible; an OBD2 engine into an OBD1 car.
