Dude..the clicking you are hearing is the pretensioner disengaging, so the seat belt can move.
My passenger shoulder belt just quit working a few weeks ago also..The motor would open it (when door is open), but wouldn't bring it back when closed. I forced it back by hand (a pain in the arse), but everytime the door opened it went right back.

- I finally realized what that little wheel tool is for in our jack bag...to crank the seat belt by hand!!

- A correct size alan wrench also works and is a little faster. - the manual crank location is behind a li'l knockout plate at the bottom of the b-pillar - it is about the size of a quarter....I took off the whole trim thing, cranked it back, unplugged the motor so it would stay there, and reinstalled the trim
I think I traced my issue to the sensor in the door. (there are like 3 or 4 sensors on each belt

) - My fix was to crank the seat belt back and then disable the motor (unplug it) - the thing annoyingly beeps at me when you open the passenger door, cuz it thinks it needs to move forward, but when the door is shut and the belt hooked, it is fine... - so I just manually unhook the shoulder belt when I get in and out that side.
