I had neons on one of my cars, two 15" (I believe they were 15"s...) tubes hidden under the dash. One was above the pedals, the other in the same location, on the passenger side. Looked pretty sweet, but there's NO way I'd tape them. I drilled small holes, and screwed those babies into the dash. Never fell, and never had to worry one bit. Was very clean. Especially if you stick them in a hard to reach place, the last thing you want is them coming loose...
