Wastegates regulate boost pressure by letting exhausts bypass the turbine.

Blow off valves or bypass valve prevents the compressor from hitting their surgelimit. If the compressor hits their surgelimit (which occur under low flow high boost conditions) the flow will go backwards through the compressor and making a chirping sound just like a WRC car.

If you want to use an external wastegate instead of the internal inside the turbocharger you can buy a "fixed geometry turbinehousing" (without internal wg). You will probably also need a new exhaust manifold. To do this is unneccessary unless you have any problem with the internal wastegate.
