Horizontal Mighty Mounts for the crossbars and a length of steel or aluminum should do the trick, and yes the crossbar can be mounted forward. I'm sure someone will give you links to pictures or such. Not that hard to think up a way to mount lights to the roof...the hard part is figuring out how to run the wires.
Why do you want to put fog lights on the roof? Usually roof lights are high powered flood lights for night time offroading. Fog lights that high off the ground are useless and a total waste of money and effort.
I don't know who told you that holes in the roof were necessary for the lights themselves...only a moron would say or do that!
