Yes because the cover is behind the pulley so the only way to get the cover off is to take off the pulley first.

Do yourself a favor. The crank pulley bolt is the #1 hardest to get off bolt because it is on with 119ft-lbs and it also spins when you turn it. Don't waste money on stupid specialty tools. Either have a shop zap the bolt off with an impact wrench and put it on tight enough to drive home, or buy yourself an impact wrench. Compress + Impact = Best $400 I ever spent, it practically pays for itself.
