dual carb problem

Hi guys 'n gals
I've planted the the ZC Dual Carb motor into my 4G4D, but now I have a problem with the twin carbs. In South Africa we've never had emissions controls, so my car originally came without an ECU for emissions controls (I had the D15B3, single carb). I cannot seems to get the twin carbs to operate. Do I need the ECU to run the carbs, or should they be able to operate without an ECU?
If not, will I be able to remove all the stuff for emission controls etc. that I will not need, block up those passages, and use the carbs as old-fashioned, non-programmed carbs...?:confused:
