spring shocks change em all??

me again...

i wanted to get the 17's on my 97 civic... will i need to change the springs and shocks and that good stuff for them to fit and not hit the body in minor bumps etc...

also i want to maybe change the springs and shocks to lower it 1.5 or so in a few weeks. do you guys have any recommendations on what brands to use. good but not too pricy either.
