87 VW Cabriolet blinker/hazard problem

New to VW's and just got my daughter a 1987 VW Cabriolet. Initially the blinkers and hazards didn't work at all. I replaced the blinker and hazard relays and a couple of blown fuses. The passenger blinkers flashed good in the back but no flash in the front. The driver blinker flashed fast and dim in the back and appeared to cause both front to dimly flash. I disconnected the driver/front flasher wire at the light and both back flashers worked normally but neither front worked. The hazards work sometimes but sometimes when you push the hazard button you hear the relay kind of grind...I toggle the hazard switch back and forth and it will eventually start to work normally. Since I just installed a new relay, I don't think it's that...so I ordered a new hazard switch...my thinking is also since the flashers are powered through that switch it might have something to do with the front ones now working correctly.
To add to this, the horn doesn't work at all. I've check the fuses and they seem to be good. Then I was reading in the Bentley that the horn gets power from the turn signal switch on the steering column. So maybe my contacts are bad?
Anyone have any ideas based on the things I'm seeing?
