2002 Civic Coupe Steering Problem

Hi All.
I have been noticing my 02 Civic having steering problems recently. I have poor wheel returnability, with loose steering, and what feels like the car is constantly on ice and slipping. While driving, the wheel feels like the tires want to go one way, and the wheel the other, which makes the car feel like it is slipping and not gripping the road
I just had the struts and tires replaced two weeks ago, as well as the car realigned. All the steering problems were present before and after this was done. I have had it looked at by two different mechanics and they say there is nothing wrong with it. I can feel a difference though.
I am wondering if this is a steering rack issue, or some other type of issue that has not been found.
Any type of help would be appreciated.
